The tactic is this one: when they sign a new contract they will go ahead and blast the client page with loads of spam, or they will outsource the client work with same processes. The poor client site cannot stand so much spam, and it breaks (actually Google finds the spam and brakes it) so the client has to start with a new site, or he is out of business. You see, Google has an obligation to its shareholders to protect their search products and revenue, so it collects data and when it deems fit, releases site-wide (domain) penalties, de-indexing actions, algorithm updates hitting millions of pages.

Outsourcing Risks: You could lose track if you do not follow the hundreds of changes. Bing, Yandex, Baidu, & Yahoo have a different mindset but who cares with so little traffic they provide?
